A jersey at 23% is in a different category, and the category has a name: that ratio of polyamide to elastane is what swimwear and shapewear are made from. It behaves accordingly. It compresses rather than drapes. It recovers strongly, meaning it comes back to shape after being stretched. It dries fast. And it is not very breathable, because both fibres are synthetics and there is a lot of elastane in a small space. None of that is bad, and all of it is a choice. But it does mean this is not a dress in the sense most customers expect, and if you are developing it you should decide at the start whether you want compression or drape, because 23% gives you one and not the other.
