The reference publishes one row, size S/M at bust 22 in, waist 18 in and hips 26 in. Those are not body measurements, and they are not garment circumferences either on any normal reading, so the most likely explanation is that they were taken across the flat garment on a high-stretch knit, which makes them close to meaningless as published. The length, 39 in, is the only usable figure. Our grade below is a proposal to be confirmed on a sample, and with this much elastane the right way to specify fit is by stretch range rather than by circumference, which is what we would do and record in your tech pack.

Production and Quality Control
There are no customer reviews on this listing, so there is no score to quote and no complaint pattern to read. We plan from construction, and on a cut-out dress in high-stretch jersey the construction is nearly all of it.
The cut-outs are the first risk, and they fail in a specific way: an opening that sits flat on a form will gape or roll on a body, because the body is curved and the opening is not. That is the difference between a cut-out that looks designed and one that looks like a mistake. We engineer the openings rather than cut them, finish or bond the edges so they lie flat, and test on real bodies, moving and sitting, rather than on a standing form. The edges also have to survive washing without curling.
Twenty-three percent elastane is the second. It is what makes the dress work and it is the most likely thing to fail: cheap elastane loses its return, and when it does the cut-outs stop holding, the dress bags at the seat and the hem, and the whole thing loses its shape. We specify the yarn and the elastane brand rather than accepting a mill substitute, and we test recovery after washing and after wear, not only on the hanger. We also record the stretch range rather than just the circumference, because on a cloth like this the range is the real size tolerance.
Because it is sold as a set, the two pieces have to be developed together rather than separately: the second piece affects how the dress sits, and a mismatch shows as either bulk or a visible line. Because it is unlined and close fitting, opacity is checked in the colourway you run, and seams are specified so they stretch with the cloth. Snagging is tested on a smooth knit, and every bulk shipment gets a measurement report against your approved chart.
