The reference publishes one row, size S at bust 26 in, waist 30 in, hips 46 in and length 49 in, and we would not build your chart from it. A 26 in bust with a 46 in hip is not a body measurement, and the most likely reading is a fitted halter bodice over a full tiered skirt, which tells us about the silhouette and nothing about sizing. The length, 49 in, is the usable figure. Our grade below is a proposal to be confirmed on a sample, and the practical point is the same as for any halter: the fit is decided at the bust and underbust rather than at the waist, so that is where we would fit it, with the tie giving the adjustment.

The tiers are the first. Ruffles are easy to sketch and hard to build: each tier adds bulk where it is joined, and if the gathers are not distributed evenly one tier will bunch and the next will sit flat, which is visible from twenty feet away. We set the fullness of each tier as a measurement rather than as a look, manage the bulk at the joins rather than pressing it flat and hoping, and check the tiers after the care cycle, because tiers that shift in the wash will never look the same again. It carries the weight of a fully lined, tiered skirt from the neck, and georgette has little natural strength, so the attachment points need reinforcing or they will pull, distort and eventually tear. The tie has to hold once knotted rather than slowly loosening, and the ends need finishing. We reinforce the attachment, test tying, untying and wearing rather than only how it looks on a form, and check the neckline does not cut at the back of the neck.

Georgette and the lining are the third. Georgette snags, its seams can slip under strain, and it is semi-transparent, so we test snag resistance and seam slippage, finish the seams properly, and check opacity in the actual print. The full lining is what makes the tiers fall over a stable base, but it has to be attached so it does not peek at the hem or roll, and its shrink behaviour has to match the shell or the dress will twist after cleaning.
