We drew this distinction on a cotton twill mini with a tie waist, and said a tie is active where stretch is passive: the wearer sets it, and the garment then holds what she set, and the consequence is that it needs no elastane at all and works perfectly well on a woven cotton. This garment has ties at both the waist and the bodice, which is worth more than one, because it means two separate circumferences can each be adjusted rather than a single one, and the bodice tie in particular affects how the upper part sits without changing the size of the garment. It is worth designing these in deliberately rather than treating them as decoration, and worth saying so on the page, because a customer who understands that the waist is adjustable will choose differently from one who thinks the waist is fixed. The puff shoulders are worth a word as well.
