Viscose loses around half its strength when wet and it distorts readily in water, so a dry clean only instruction on a viscose garment is a defensible decision rather than a lazy one. The one thing we would check is that it also holds for the lining, which loops back to the point above: if the lining turns out to be polyester, the instruction is still fine, but if it is another cellulosic the two layers may not behave the same way, and you cannot know until you know what it is.
